Well, it was when I was that age. And yes, there is no physical contact allowed until marriage. If they get engaged, in Islam its just as if their married, but havent had a wedding yet. Just treat them as though they are engaged. Ask the guy questions that you would normally ask him if they were just dating (ie. What are your future plans, that kind of thing).
